I believe you're right, a few years ago I was working alongside a German guy and told him to avoid certain parts of town because of the "Charvas" he lit up at that and said (I'm not sure how he would have spelt if but, phonetically it was) "Ahhh! Jaabas! The thieves yes?!"
He too believed it was derived from a Romany word, and seeing as most Charva types I've ever met were most definitely of the criminal fraternity variety, who (for reasons best known to theirselves) love to claim some form of Romany ancestry, I'm of the opinion that this
is it's origin.
