Something to do with successive Kings, Queens (esp QE1) and latterly governments not sending the required manpower over to finish the job.

Nowadays (and certainly after the Welsh git, Lloyd George - when he wasn't selling peerages...) prefer a more 'peaceful solution', and then leave them alone to fight their own civil war where they can kill their own potential future leaders (Collins) and elevate corrupt zealots like De Valera...
