There is one important difference for customer service between Govt and the private sector - the govt can't choose their customers. Where a bank could ban a customer for life if they start getting abusive, the same is not true for parts of the govt, the DWp being a good example.

By their very nature the DWP have to deal with the people at the bottom of the heap. A guy I used to work with had to arrange a police escort on some of the home visits he used to do - in the private sector the company would just say 'stuff it' and wouldn't allow them to be the customer any more.
