No - the outer ring that the glove fits into goes over the latex wrist seal and a slightly smaller diameter ring is inserted inside the seal, sandwiching the rubber tightly and holding the outer ring in place.

It is possible to remove them, but fitting and removal is a bit fiddly so it's not something you want to be doing on a regular basis. You'd have to remove them when you put new wrist seals on, but apart from that there doesn't seem to be any reason to take them off.
