An OW diver if filled out correct paper work should be able to undertake a 30m dive. Can't back this up but I would be happy with it.

Seals can conduct CW dives. CW is any environment that has swiming pool like conditions. this can actually be in the sea if it is a safe and controled environment. An example of this is Porthkerris beach where on a good day is used for confined water training.
