| I think you will find it a well bandied phrase, and Google, good though it is may not fully reflect all of humanity.
My own assesment of the 197 Google returns for "dare to be diff" is hardly exclusively YD orientated.
YMMV but I feel it is far more likely to be a well used street phrase that some 'yoof' has decorated a bridge with.
The reflection by the OP that it is humorous, I am afraid I agree with, distasteful though the act of vandalism may be.
