Yes, I can reach the valves and do consider it a requirement. It is not as easy as when the valves are inverted, but suits me better with valves up.

I have fitting the tanks just high enough so the valves stick out above the breathing hoses. Also have angled the 7's slightly so the valve knobs face forwards and are thus easier to reach. To allow a quick shutdown of the O2 I have added a flowstop to the O2 add valve ( I also replaced the stainless braided O2 hoses with standard interstage hoses.).
