Image menu -> Image Size. Enter the required pixel dimensions (eg. 640x480). Make sure that Constrain Proportions and Resample Image boxes are both ticked and the Resampling method is set to Bicubic (this is best to use until you know a bit more about resampling!). You may well find you need to apply a little Sharpening to the resized image. Then save as JPG, set to about level 5. This will be good enough for web and email usage.
If you have many images to resize, you can record a macro (Action) to apply these settings to a whole folder.
