| Or just use Image -> Image Size (CTRL-ALT-I).
Make sure Resampling is turned on, set a resolution of 72dpi for screen use and set the image size in pixels (I tend to use 800x600).
When you save, use the File -> Save for Web option, you can play with different formats and compression levels and get an on-the-fly preview.
