Have you checked you need Planning Permission. Most detached stores/sheds dont need consent unless they are over 4m high at any point.

You can buy some basic house plan software at places like Staples for around £10. Most cheap software wont produce what you need though.

Why not hand draw it using an old fashioned pencil and paper probably quicker, cheaper and easier.
