Green water... I really liked the fjords around Stavanger. All shore diving, very clear water (I'd imagine the algae bloom will be gone at this time of year) and you can pick whatever depth you like. Shore diving so shouldn't be expensive.
Oban/Hebrides? There's always places to dive regardless of weather. And if not then there are the distilleries
