There is a substancial difference between getting paid for teaching recreational scuba even technical scuba diving to commercial diving. The terms are all easily defined on the internet.

So in summary an active instructor needs:
HSE Full Medical
O2 Provider
First Aid Qualification
Insurance

This is for the UK.
PADI insist that the O2 overview in the Rescue course is sufficient for an instructor in the UK (unless they've changed recently), but I would definitely recommend DAN O2 provider.
