One of the nicest courses I helped on last year was in Ireland where we were able to beach dive in a sea loch - warm, stuff to look at, easy to get in and out and a convenient dive store nearby for lectures/gas etc. Would be fantsatic to find somewhere like that here.

Porthkerris - fills pretty much all your criteria.
Drawna Rocks = Reef and v. good one it is too.
In the right months - Basking sharks = much better than whale sharks!
Roskilly's = ice cream/fudge/pasties/etc - ok, so it's not chocolate, but it's damn fine fare.
Air fills? = right on the beach.
28degrees? Ok, it might struggle there - air temp maybe, but probably not water temp!
