The chlorine is damaging parts lower down. I use E45 shower cream after swimming and am trying various ointmemts on the rash  | Sounds like you need a hydrocortisone cream Hydrocortisone cream/ointment to help clear that up a check with a chemist could do the trick, and save a visit to your GP.
