Surely the best bet is to choose each item on its merits and make up your own pakcage.

Any dive centre worth its name should help a new or prospective diver to make these choices based on the diving they want to do.

The trouble with packages can be that they have an item you want to change or that doesn't suit you - a good dive centre will do "pick and mix" if you ask.
