Is illegal under the environmental protection act 1990 - classed as flytipping. I recently investigated an occurrence of this and I've just sent the case file off for consideration for prosecution. Call your council in the first instance, if you get nowhere call the environment agency. Make sure you get the reg' numbers of the tw*ts who do it.
