People carried on driving without seatbelts for years after the law on that changed. Some cretins still do, but the majority use them now. Drinking and driving was very common and the police virtually turned a blind eye, but you're a pariah if you do it now.
It takes time for things like this to seep into the national conciousness, but they do eventually.
I and many others have been arguing for legislation outlawing the smacking of children for years, but the main argument put up by the Government is that it would be almost impossible to police. That shouldn't matter; what they would be doing is sending out a message that it's no longer acceptable. Eventually people would take notice.
