Its not in case you need to switch to backup although that could happen.
Its more to do when using stage or deco bottles as you will not be using the primary and instead of leaving it dangling loose around your neck you can clip it off to the right D Ring so you know where it is and it won't come off and cause a hazard. Really whenever you are not using the primary it is good practice to clip it off.
Its not something you notice to be honest
