Like Andy said the small bolt snap on the long hose is there so it can be stowed when breathing stages or deco gas.  Also, it's there so that the primary reg. can be clipped off when carrying the rig on and off boats, when de-kitting in the water and when assembling the rig.  That way the 2nd stage primary doesn't drop on the floor.

The primary reg. must be clipped off whenever it's not being breathed.
