Possibly.  But one of the ways I was shown how to get out of the harness is to put your thumb through a shoulder d-ring and pull the strap down that same arm.
This doesn't get the strap all the way off, but it does give you more room to put your hand and then your arm through the gap, which shrugs the strap off all the way.

It's not easy with a snug-fitting harness, you have to push a bit, but once you get the hang of it it's quick and dirty!
