He will know when and where the speed limits where reduced he will have a record of them. Sounds as though youve just got a normal set of shit thick coppers intent on being idiots and ruining someones day.
What you could say if there where temporary speed signs out that it was windy and on further inspection after the run in with the coppers that the signs had blown over! Its not your job to look out for speed signs on the floor..."
