| I had this very same discussion with an IANTD instructor trainer only two weeks ago and his opinion was it didn't really matter providing it was clear what the stops were. I think it really does depend on the individual although - as Zak pointed out, though, the accepted norm is to list them 'top down' (ie. shallowest first).
