Have to agree with Ian on that one.

When I were a lad, my folks lived and worked in Uganda during some pretty unstable times

My dad always had the view that he ignored what the FCO were saying as they were, in his opinion too caught up with succesive regimes, and he took advice from the French (SNCF had the contracts to do the railways). If they stayed, things were okay; if they were issuing advice to pull out it really was time to go.
