There is or should be a genuine levels setting in the video filters or corrections adjustment in pretty well all "serious" editing programs - certainly Premiere 6.5 and Pro 2 and Premiere Elements plus EditStudio all have something of this kind. Just rummage carefully in the "video effects" controls... I'll admit that Windows Movie Maker can't
