Surely if the string protrudes from the bottom of the bag then that would stop a gas tight seal so there is no need for a over inflation valve as the gas will just come out of the bottom of the inflated bag.

The reason for the inward facing valve is that the air pressue inside the bag seals the valve tighter so the valve should not fail and the bag sink once you have raised a nice helm or bell or the likes.
