I would have thought Paypal should refund me and leave him to his own personal crusade against Royal Mail

If the package was insured and recorded delivery, the seller should be taking this up directly with Royal Mail. Have you got the package tracking number off him? If so, you can check the status of delivery on the Royal Mail website.
