| I think he's just delaying. Ignore all the police stuff and concentrate on settling the matterthrough Paypal. If you open a none receipt of goods dispute with them it has to be sorted one way or the other within 20 days or they will just close the case. The PO will not be able to track the goods if they are just sent recorded delivery. Recorded delivery only records when the item has been delivered and someone has signed for it. It is not a detailed tracking system of when the item arrives and leaves various sorting offices that is special delivery. I'd push for a refund through Paypal as I think this guy is just taking the pi$$
