| Same as what the rest say. Its not your responsibility, Escalate it at paypal as Item not delivered. When you do this Paypal "ringfence" your money in his account. He cannot withdraw it and he has to provide tracking numbers etc to paypal. He may be stalling for any reason.
If there is a valid claim with Royal Mail - He has to take it up with them, regardless of any small print/terms he may have put on his listing.
