Can't say this for sure, as I don't have an HP laptop but most modern machines (including the Dell I'm typing this on) use touchpads made by (or at least compatible with) Synaptics. The synaptics driver adds a new tab (device settings) to the control panel dialogue box that, amongst other things, allows you to enable or disable by clicking on "settings" you can enable/disable the "virtual scrolling" option.
