The last time I got a new neck seal fitted and was going to cut it down I was stopped by an old hand.

I was told, put a twelve litre cylinder in the neck of the suit from inside to out and stretch the seal round it overnight.

Don't cut the seal, put up with the tightness for a dive or two (as long as its not too bad!) , then after a few dives the seal should have loosened off anyway.

It worked for me however I only have a 15.5" neck so might not work for you.

Worth a try?
