| Only if you are sure that it's too tight then cut the absolute minimum off so that it's tight and just about comfortable .... it will give in a short period of time and you can't add back on what you have cut off
Best technique is to get some duck tape or similar and cut it into thin shreds then tape the neck seal so that it is properly aligned ... about 4 or five shreds should do it.
Then with sharp scissors cut along one of the marker lines (assuming you have them) or parallel to the current edge. You need many pairs of hands to do this .... to support the seal and keep it taut ..... Try to get scissors long enough to cut across in one go .... if you need to use two or more goes take great care not to put a nick in the rubber but align carefully before you do your next cut.
A couple of other Golden Rules:
Expect to shout at your asiistant(s) at some point
You need to cut off less than you think you need to.
