Definitely looks like a Vista file - which is weird.
Has your Dad just installed anything?
Presumably it's a tower PC, so if no easy solution turns up, I would remove his hard disk, connect it to another PC, and copy all the files off. Then recover using the restore partition. At least the last bit only takes 5 minutes
