I've had someone open a car door on me when I've been filtering through traffic on my bike because "they didn't like the way I could get through and he couldn't" - people like this have no grip on reality and are very very scary. You need psychological profiling to get a firearms certificate in the UK but not a driver's licence - you can only kill one person at a time with a gun..

By the way, some of the many coppers on here will probably comment, but I am not sure he would be arrested. The police would probably interview him under caution (not arrest) and it would end up in the 'his word against mine' situation mentioned earlier - although maybe they retain motorway CCTV footage, at least for a minimum period of time, or maybe they only record when there is something interesting or there wouldn't by any 'Police Camera Action'.
