I think it is quite useful. If there is something in a post which you would normally 'flame' (which happens) or you are about to type an angry post which you know is going to attract an equally angry post, then you can give bad rep and leave a comment why. I've done it recently and the person edited their post and that way the thread stays on track and doesn't end up degenerating into a fight.

The bad reps I've got I've looked at the post to see if I have been a bit 'clever' and then edited it if I can see an obvious problem. Sadly nobody has left a message yet to tell me why because that would be easier to correct rather than guessing.

I do care if I wind people up or offend them because its not my intention, at least not initially . I don't really care whether anyone disagrees with me or not, thats debate innit?

I think its good practice to leave your name. It has a sense of honesty.
