| As others have pointed to, the government make more out of a litre of petrol than anybody. If the petrol companies decide to put up price of petrol by 1p, they have to add several more pennies on for the government.
It would be perfectly possible for the government to negate most of the price increase, without having any affect on their income. As it is, the treasury must be laughing, with all the extra duty coming in. They can then blame the oil companies for the rises.
