| Well... in some councils, the employees are paid less than bugger all (minimum wage, more or less) because things like this have been contracted out to keep costs down. As they have targets to meet, they encourage the wardens to issue tickets by paying them commission.
Is it any wonder things like this happen?
I would like to know what reason they gave for not over turning it though.
