maybe next time you cox, it may be an idea to sit over and around the shot and wait maybe 5-10 minutes before leaving to clear the water from the boat. Its usually enough time then for everyone to of descended and anyone who doesn't to reappear.

as for the over enthusiastic distress signal, i'd let it slide, i'd prefer someone to use the signal than think they shouldn't of.
