| Sorry, not a Compaq man but IBM use standard ATX power supplies so I would have thought Compaq do as well.
Check the colour and position of the power cables....the colours do mean something. As long as the two plugs match you should be all right.
The fact that it powers up with the old power supply (assuming you left it in the new case and just plugged the old supply in) proves the board and power switch is OK. This really only leaves you the power supply.
Don't rule out a faulty new power supply.
