| It is perfectly reasonable to expect someone who doesn't show up for a dive to honour their financial commitment, particularly where no advance deposit is asked for by the skipper, and the organiser is responsible for sorting out the payment.
If I were in your shoes, I would PM the diver, give him/her deatils of how to pay up. If there is no response in a day or two, I would see if they had been online in the meantime, drop them a reminder, give them a deadline, and remind them that they have to pay, and if they don't, that you will post a thread publically. If they don't pay by the deadline, post it publically.
It may not get you your £40, but it might save the same thing happening to others, and longer term, if people know they will be 'named and shamed' money will be forthcoming quicker.,,, in theory
But it does depend on whether they were a definite booking, or a maybe.
