I would imagine that they did.

Swimming pool work is comparatively cushy/easy, covered by diving information sheet no. 8 - diving in benign environments (see HSE website, Diving Publications). Once you go under a moveable floor it is no longer a benign environment as the diver is not readily visible, so a 4-man team is needed to meet the inshore ACOP. Depending on the work you may be able to use SCUBA but the risks may dictate that surface demand equipment is necessary.

There is absolutely no need to have a confined spaces cert or confined spaces training if the space is flooded up but the risk assessment must address the hazards of restricted entry and exit points, snagging etc.

Although pool work is generally undertaken at night, it can often be done in less than a full shift and as far as the rates go, £10/hr is not unusual, even for more demanding work. If the contractor had more time to arrange things he could doubtless have found someone to do it for £8/hr.
