At least this is what I was told when I did my BSAC MoD 1 and Proplanner is used to plan all the dives on the course which is great unless you have a Vision Inspiration and then the 2 algorithms are completely different when I questioned this no one could give me a straight answer.
In fact I still have the ProPlanner Disc sitting here from when I had a VR3...........

All the BSAC technical courses use proplanner as the 'demo' program, & for all the practical elements of the technical courses.
As you say, this is because Delta P gave them permission to use the program, & I also suspect that the fact that it is a 'proven' software is also relevent.
Unfortunately APD don't supply any planning software to mimick the Vision. So if you want to preplan, then you really only have the option of using proplanner (on the course).
I also strongly believe that if you are doing technical dives you should have a preplanned runtime, with the bailout options. If you are on a course, you should be able to demonstrate the abilitiy to dive to runtime (which is a skill many struggle to master).
Having seen the failure of divecomputers & regulators on technical dives, I think that it is important at this level to be able to plan dives properly & dive to runtime.
