Because that would mean the drill would be overly complicated. As it is the drill includes everything that you would do when manipulating each valve and is structured in a right-to-left manner. The point of it is that you remember how to manipulate the valves, swap regs, etc, etc.
In an emergency you shutdown the left or right post depending on which side you think the problem is. To cover this in a drill you would need to do the drill at least twice - once where you shut the right first, once where you shut the left.
