why did they decide to call them cox'ns, is there any reason for it or was it just randomly chosen????

there's a specific qualification within bsac - diver cox'n. essentially someone who has been assessed as having requisite theoretical knowledge and practical experience to handle a small craft in UK coastal waters

see here CDA Diver Cox’n Assessment - BSAC


i don't know if any other agencies have the same term - but the agencies all participate in a common set of guidelines for small boat use in the uk

I suppose if you are doing it through BSAC a diving agency, there would be a lot with regards to dropping divers in and picking them up when they surface and what to expect while they are under i.e. currents etc. Not just regular boat handling. There must be stuff to do with shotting wrecks as well, I presume they can't just expect you to go away and do it without some sort of practice or training? Oh no hang on BSAC... sorry forgot for a second "wing it international" as my first class diver mate is called.
