Diving is very much like making love to a beautiful woman, first you do some checks of the site for favorable conditions, then you go down for as long as you can,and if part of your buddy brief you maybe able touch the bottom, then you start to make your way to the end you come up breathless smiling and your cylinders empty.![]()
That raises a whole raft of other questions - are they paid (ie under HSE ACOP?) Do they hold an HSE medical? Can they effect a rescue if required? But there is more than one way to skin that cat. I used to work as a team with my divemaster - I was first in & last out, DM was last in & first out so there was always one of us in the water & one on the shore so we could sort issues without having to take fins on & off all the time.

i would help anyone that looks like they need it or asked..and as i sometime have probs with my fins, i have too really![]()
Assess the risks then manage them is my simple answer to this issue.
For example if I thought I could get someone to the shore if needed but not out of it then I'd consider adding someone else into the mix such as trustworthy shore cover.
Issues and risks are there to be dealt with in an appropriate manner.
