Dr T correct

Even in a pool environment, if you are receiving payment for the training it's falls under the HSE rules and O2 must be available to comply.

We trained the lifeguards at the pool we used how to administer in case of an emergency

Hmmmm..... actually I suggested that earlier but then noticed the original poster is not located in the UK. No UK no HSE.

No but we do have a HSA (Health & Safety Authority) which fulfills the same role as HSE in the UK. Although they are currently in a consultative process before they bring out rules for rec diver training, any accident while someone is "at work" must be reported to them. In this case, the incident should have been reported, if only to cover yourself.

I would also make sure I have a full first aid and O2 kit at the pool. The HSA guys here are generally more interested in helping companies avoid accidents, and are generally very helpful and approachable. However, if a serious incident occurs, and they investigate and find out you are at fault, they can and will cause you no end of grief. After all, that's what they're there for, to promote and protect H&S while at work.
