Being mildly serious then ..... I would not want to be in a position of feeling *obliged* to change avatars .... not all I get asked for are suitable technically or from a taste and decency perspective. I would not want to get into the realms of putting together terms and conditions etc etc. to cover such eventualities.
I think it's a great idea and one we should encourage but on a voluntary basis, please ..... sound ok?

As Gareth says - the YD restriction on file size is the same for both types.
If however you are asking the difference between static and animated - then there is a difference. It depends on the number of frames in the moving image, the dimensions of the image, the content of the image - in terms of colours used and also the degree of compression - or 'optimisation' used.
