Call the switches 1, 2 & 3

Turn on switch 1 and leave it on for 10 mins, then switch it off.

Switch on switch 2

Enter the room, if the light is on - ANSWER 2

If the light is off and warm - ANSWER 1

If the light is off and cold - ANSWER 3

got it in 17.

Its just a rework of the chicken/fox/grain thing I think

Not quite, with this one, people jump to the conclusion that they need a quick person with a slow peron each time, rather than doubling up the 2 slowest, which is actually quicker.
