Fortunately, our DO this year will be one, but I'd be very interested to know where in the BSAC bible it says that!

Took me two secs on the BSAC site and TBH this is the one role that
really does have to be right.
A Branch Diving Officer should hold at least the qualification of BSAC Advanced Diver and ideally be a BSAC Qualified Instructor (minimum Open Water Instructor). If not, they should nominate a Qualified Instructor (minimum Open Water Instructor) to be lead instructor of the Branch. The nominated individual will then award diving qualifications in accordance with current guidance, see award a diving qualification (Section 4.4.4).
It was for years an Advanced Diver Preferably an NQI, and in the event
of one not being available you reffered to another Advanced Diver or even
your area/regional coach.
Its now changed to Advanced diver, ideally a qualified Instructor and in
the event of one not being available a qualified Instructor with the lowest
acceptable level being Open Water Instructor.
As you say this is works fine up to DL, but gets a little wooly when
awarding Advanced Diver. If you were doing such courses then the lowest
Instructor would be an Advanced one and he/she would logicly be the one
who you use as that qualified instructor.
BSAC always have a problem with this cause if they make anything to
stringent it could close the club.
In your specific case the Sport diver DO is NOT a high enough grade,
so would need to refer all diver awards upto DL level to an Open water
Instructor.
You might want to go online and print out the Branch Officers Handbook.
Its all written in there.
Just to add that the DO does not have to be an instructor if you are not awarding qualifications.
And also to add that your regional team will be more than happy to offer advice to inexperienced DOs.
