each country can later convert it to their own local. So both 11am in Italy and 21:00 in NZ will be referred to as 10:00Zulu time.
Note that this system is much used in aviation when it is imporant to carefully express the time od DEP or ARR of planes and calculate the lenght of a flight or even interpret meteorological data without having to consistently refer to the LCL time

Nobody uses Zulu in aviation any longer. It's now called UTC - ask the CAA
