Its a normal Dutch number.. the 0031 is the English code for Holland...

I live on the coast, here in Devon.  Give me an e-mail nearer the time and I'm sure we can sort something out.  There are lots of Dive centres round here, lots of boats (not in the water now though!) and more wrecks than you can shake a stick at, so plenty to do.  Just be aware of the wind - Easterlies churn up the viz for shore dives, so watch the weather before you come and plan accordingly.
